Description

 

The bill would impose additional reporting requirements for facilities where abortions are performed and for physicians who provide informed consent information.

 

The Department of Health Services (DHS) would be required to report this data in its annual abortion report.  In addition, DHS would be required to include data from the Arizona Health Care Cost Containment System (AHCCCS) regarding the number of abortions and expenses related to the abortions that were partially or fully paid for by the state.

 

Estimated Impact

 

The bill would likely increase DHS expenditures both ongoing and one-time.  These costs are anticipated to be small.

 

DHS did not provide a fiscal impact estimate for the bill.

 

Analysis

 

Pursuant to A.R.S. § 31-2163, DHS collects abortion data from facilities where abortions are performed through its web-based reporting system.  There are currently 19 reporting requirements related to abortions and 10 requirements related to complications from having undergone an abortion.  The bill adds an additional 6 requirements for facilities and 4 requirements for physicians, which would also be submitted using the web-based system.  DHS will need to modify the existing system to comply with the bill's additional reporting requirements, which will increase expenditures on a one-time basis. 

 

In addition, DHS is currently required to publish aggregate data from facility reports in its annual abortion report.  The bill would require DHS to expand the report using the additional data submitted by facilities and physicians, as well as spending data provided by AHCCCS.  To the extent that increased staff time is needed to comply with this requirement, expenditures from the department may increase on an ongoing basis.

 

DHS did not provide a fiscal impact estimate for the bill; therefore, the magnitude of the impact cannot be determined in advance.  However, based on the number of reporting requirements currently processed by the department, any one-time or ongoing expenses are anticipated to be small.
